Project Preparation Facility

The establishment of Project Preparation Facility (PPF) as part of the Institutional and Capacity Strengthening (ICS) Group has enabled NDRMF to address critical capacity gaps across governmental and non-governmental organizations. With a focus on building long-term resilience, the PPF will also address the project planning, project and proposal development, and institutional capacity and systems strengthening challenges by building the technical capacity of institutions and providing technical and financial support for the preparation of high-quality bankable projects and proposals developed in compliance with technical, methodological, and regulatory requirements of regional and international partners and donor agencies.

Background and Challenges

NDRMF is an apex financial intermediary and is exclusively focused on investing in climate change initiatives across Pakistan, especially in the country’s most vulnerable regions. The Fund is determined to support initiatives that reduce the adverse effects of climate change impacts. NDRMF provides grant financing to public and non-public sector entities for their interventions to reduce the socio economic and fiscal vulnerability of populations to natural hazards by prioritizing and financing investments in disaster risk reduction (DRR), disaster resilience, climate change adaptation, reducing vulnerabilities, and post-emergency and development interventions aimed at national resilience building.

Over the years, organizations and entities mandated to spearhead the resilience building agenda have encountered profound and diverse challenges in project preparation processes and complying with technical and regulatory aspects of proposal development to enhance the implementation viability of the desired initiatives. Constraints due to limited financial, human, or technical resources have greatly hindered the availability and preparation of projects and stalled the mobilization of resources from the donor agencies and multilateral financial institutions.

Consequently, donors have been facing the constant challenge of not receiving high quality projects and proposals from the implementing agencies. In this respect, securing adequate financial resources, accessing specialized expertise, or acquiring necessary equipment and materials have been some of the underlying challenges for the implementers.

Through various modes of support, PPF will help partners and stakeholders in preparation of high-quality bankable projects as well as development of programs in addition to awareness raising, knowledge building, and advocacy. As a result, all such initiatives, programs, and projects will expectantly be readily accepted and suitably funded by the international financial institutions, multilateral development banks, and development finance institutions. Accordingly, this much needed PPF support will directly contribute to overall resilience building and climate adaptation in the country.

PPF Objectives
  • Address technical capacity constraints prevalent in government and non-governmental departments and organizations for preparation of high quality thematically focused projects and programs contributing to national resilience building.
  • Build the capacity of stakeholders and partners by providing a comprehensive set of technical assistance and capacity enhancement tools and resources and assist in preparation of high-quality bankable projects as well as program development directly contributing to the overall resilience building and climate adaptation.
  • Leveraging NDRMF’s unique and widely acknowledged position as a financial intermediary to invest in projects enhancing the nation’s resilience to natural hazards and climate change impacts as well as support humanitarian initiatives and post-emergency and development interventions leading towards national resilience building.
PPF’s Windows of Operations and Support
Direct Financing for the Proposal Development Initiatives of Partner Organizations

Funding up to a fixed limit will be made available to entities that are eligible for accessing funds from NDRMF. The following procedure is adopted for approving the financing:

Requests for Financing – PPF will receive financing requests from partners for their proposal development initiatives.

  • Eligibility Criteria The criteria will determine
    which organizations and entities are entitled to receive financing
    from the PPF.
  • Pool of PPF Approved Expert Consulting Firms A pool
    of qualified firms will be maintained for applicant organizations to
    select from among the approved list.
  • Financing Approvals Grant amounts for applicant
    organizations will be approved by PPF after careful consideration of
    the following:
    • The proposed project’s scope;
    • Future impact;
    • Paradigm-shift potential;
    • Relevance to the local context;
    • Sustainable development considerations.
  • Tripartite Agreements The agreements will be
    tripartite among PPF, the Applicant, and the Consulting Firm with
    leverage to PPF on the implementation modalities of the agreements.
  • Monitoring & Reporting Periodic reporting of
    progress on proposal development and project planning to PPF will be
    ensured by partners/successful applicant organizations.
  • Grant Categorization In case the proposal is
    successful and the approved project has income-generating potential,
    the category of financing for the applicant organization may be
    changed.

Eligibility criteria for direct financing of applicant entities

  • Registration under the laws of the country
  • Alignment with NDRMF and PPF goals and objectives
  • Capacity proven through track record to develop project proposals
    directly or through consulting firms
  • Proven ability to successfully handle procurements, project
    implementation, and reporting
  • Internal controls mechanism in compliance with international
    standards
  • Grant management and related policies and manuals developed and
    updated
  • Project and financial management processes in place
Support Services for Project and Proposal Development

Three modes of support are available to cater to the approaches to capacity development:

  • Awareness raising, Knowledge building, and Advocacy
  • Project Development Services
  • Institutional Strengthening Support
Awareness raising, Knowledge building, and Advocacy

This mode entails dissemination of information to a wide range of stakeholders updating them on the emerging profile of the hazard-scape of the country. The dissemination will be done across the sectoral and thematic spectrum and will cover all sections of society.

Information will be provided on consequent changes in the nature and intensity of climate-induced risk and updated knowledge and practices on available options for risk mitigation. Due care will be given to ensure matching of the media to the message keeping in view the intended audiences.

This mode includes:

  • Identification of headway for local, national, and international partnerships;
  • Cooperation in the areas of climate resilience, climate change adaptation, project preparation, DRM, and post-emergency humanitarian and development interventions leading towards national resilience building;
  • Researches and research dissemination events;
  • Screening of subject-specific documentaries and movies;
  • Other activities and events needed for awareness and advocacy.

This component of PPF also focuses on:

  • Multi-Partner Policy Dialogues – A series of dialogues are being held with partner organizations, relevant ministries, legislators, and various organizations and agencies to identify resilience building solutions and find improved ways of collaboration.
  • Thematic Seminars and Workshops – Relevant themes are selected on annual basis and thematic seminars, workshops, and roundtable conferences organized all year round. The events are organized separately with federal, provincial, and regional level stakeholders.
  • Digital Campaigns and Hazard-specific/ Area-specific Learning Events – Digital media campaigns in relation with above mentioned thematic events as well as separate campaigns launched for awareness and advocacy. In addition, both live as well as recorded social media discussion forums and learning events are organized with subject experts and practitioners.

Online Educational and Learning Tools – Online tools for educational and learning purposes are developed for capacity building of partners and stakeholders. These tools and resources as well as

  • Other knowledge and information products, guidelines, and templates will be kept up to date in collaboration with technical experts for a rich learning experience.
  • Quarterly calendar of events – A calendar of events and activities can be accessed from the PPF page on this site with options for physical and online participation as well as the details regarding who can participate. 
Project Development Services

This component of PPF provides technical support to national institutions to formulate, implement, and manage projects and programs related to DRR, climate change adaptation, humanitarian initiatives, and post-emergency and development interventions that:

  • Are within the identified thematic areas;
  • Are in compliance with technical, methodological, and regulatory requirements of regional and international partners and donor agencies; and
  • Lead towards national resilience building.

Technical support is provided to both governmental and civil society organizations that have a direct or implied stake into resilience building and climate adaptation.

PPF maintains a roster of competent experts, consultants, and advisors to provide this support for which the following considerations take precedence:

  • The roster is maintained on the lines of similar rosters maintained by international organizations such as the UN, ADB, and other multilateral organizations. In this regard, PPF also has collaboration arrangements with some of these international organizations.
  • The roster consists of highly-qualified and experienced experts across different relevant thematic and programmatic areas of project planning and preparation.
  • Their CVs and references are pre-vetted and approved to simplify and shorten the procurement process of experts for the benefit of quick hiring when needed.
  • At the time of procurement, a long list (not more than 10 experts) is prepared which is reduced to a short list (not more than 3 experts) in consultation with the partner organization or stakeholder for which the support is intended.

1.Pre-feasibility and feasibility studies10-12 years’ experience in pre-feasibility and feasibility studies for public and nonpublic organizations, agencies, and departments. This experience would include expertise in such studies conducted as part of projects and proposals developed to solicit international funding from donors and IFIs. Proven track record in similar studies conducted to compare scenarios with and without the project under a climate change projection against baseline data to determine the probable project impact.
2.Financial analysis and servicesMore than 10 years’ experience in financial services, financial systems analyses, as well as technical and data analyses provided to public and nonpublic organizations and agencies. Experience of analyses conducted as part of project and proposal development for soliciting international funding from donor agencies and IFIs is desirable. Proven track record in financial planning, forecasting, and analysis of financial ratios for providing insights into the financial performance of existing or prospective projects.
3.Case-specific project engineeringSolid experience in project planning, design,
and implementation. Proven track record in strengthening
institutional processes, developing systems, and providing program and project development support for public and nonpublic organizations, agencies, and departments particularly in the fields of climate resilience, disaster risk reduction, and blended finance.
4.Risk assessments and mitigation plansMore than 10 years experience in climate or disaster risk assessments and developing robust mitigation plans. These would include hazard-specific assessments, area-specific assessments, and identification and assessment of potential executing entities or agencies that can support in risk mitigation
5.Safeguard analysesOver 12 years experience in Environmental, Social, and Gender Analyses and due diligence based on international best practices, standards, or established principles and guidelines. Proven track record in integrating these safeguards in climate adaptation project designs, execution plans, and safeguarding tools and instruments.
6.Proposal NarrativesOver 12 years’ experience in preparation of proposal narratives in line with donor requirements and in compliance with the ‘Rule/ Reg’ considerations of international financial institutions and multilateral development banks.
7.Monitoring and results frameworksMore than 10 years experience in identification of program and project-specific indicators and in developing log frames, project outlines, baselines, and targets as well as the desired project results. Proven track record in developing structured systems for tracking project progress and achievements. The systems must clearly outline the connections between planned activities, expected outputs, desired outcomes, and ultimate impact, in order to ensure the initiative is on track to achieve its desired goals.
8.Budgets and budget narrativesMore than 10 years’ experience in developing goal-oriented balanced budgets as well as budgetary proposals and budget narratives for public and nonpublic organizations and agencies. Desirable experience includes preparing budgets as part of project or proposal development for soliciting international funding from donors and multilateral financial institutions (MFIs). Prove track record in developing budget narratives with a view to providing grant approving authorities and donor agencies a convincing justification for the proposed costs and project expenses.
9.Pre-contract servicesMore than 10 years’ experience in providing contracts management advice and related services. Proven track record in developing Terms of Reference (TORs), procurement documents; request for proposals, and prequalification criteria.
10.Advisory services for donor complianceAround 12-15 years’ experience of compliance with the requirements of donor agencies, local and international standards, relevant regulatory and governance matters, as well as investment criteria of MFIs.
11.Other Project and Proposal Development Support and ServicesAround 12 years’ national and international experience in building capacities of individuals as well as public and nonpublic entities and departments particularly in project and proposal development for climate related projects, humanitarian initiatives, and post-emergency and development interventions.
  • Technical support package includes the following as per project or proposal requirements:
  • Pre-feasibility and feasibility studies to compare scenarios with and without the project under a climate change projection against baseline data and determine the probable project impact;
  • Financial analysis and services;
  • Case-specific project engineering;
  • Risk assessments and mitigation plans including hazard assessments and identification and assessment of potential executing entities;
  • Environmental, social, and gender analyses and due diligence based on international best practices and standards as well as established principles and guidelines;
  • Preparation of proposal narratives in line with donor requirements;
  • Monitoring and results frameworks including identification of program and project indicators. This will include log frames, project indicators, baselines, as well as targets and desired results;
  • Budgets and budget narratives;
  • Pre-contract services, contracts management advice, and related services including support in preparation of Terms of reference (TORs); Procurement documents; Requests for proposals; and Prequalification criteria.
  • Other support and services needed for proposal development, which include advisory services for compliance with international standards, NDRMF rules, as well as other regulatory and governance requirements.
  • Support under this component will entail a service charge.
Institutional Strengthening Support

This component will provide cross-cutting support to the most relevant partners. To strengthen institutional and technical capacities and integrate climate initiatives into their core mandates, the support will include both demand driven and supply driven services.

Demand driven services

Upon receiving a formal request for capacity development or support for project preparation, demand-based institutional development, capacity building, and systems strengthening services are provided to the applicant organization. The nature and kind of support to be provided is proposed by an expert or advisory firm after carefully identifying the applicant organization’s needs.

Specific activities under this sub-component include:

Phase – 1: Initiated after submission of application

  • Application and concept note or proposal submission by the applicant entity
  • PPF internal review and applicant appraisal
  • Capacity enhancement plan proposed by an expert individual consultant or an advisory firm using a customized approach to fill the identified gaps
  • Structured programs – These include strategic planning support, management review, restructuring, policy formulation or review, and support in advocacy and resource mobilization.
  • Hands-on training – This includes technical training, programme development and its effective implementation, and process improvements.

Phase – 2: Initiated after completion of the capacity enhancement plan

  • Determining scope of the proposed project
  • Resource mobilization and engagement of the roster of experts
  • Project development services based on the PPF eligibility criteria
  • Specially deployed experts for the required services
  • PPF support extended with a service charge
  • Project Submission

Supply driven services

Supply driven support of PPF will be continuous and cyclic. This mode of support will include:

  • Forming batches and cohorts of participants selected from partners and stakeholders. Selection will be based on set criteria with preference given to individuals involved in developing projects and proposals directly contributing to overall resilience building and climate adaptation in the country.
  • Development of learning modules;
  • Imparting training based on different learning techniques including group reading and discussions, exposure visits, case studies, problem-solution oriented learning;
  • Year-long training program;
  • Focus on project and proposal preparation to solicit funding from international financial institutions and multilateral development agencies and banks.

PPF Strategy in a Nutshell

The PPF, under the Institutional Strengthening/ Capacity Development Group, strives to address the project planning, project and proposal development, and institutional capacity strengthening challenges at the national level. PPF is building technical capacity of public and non-public entities and institutions and providing them with technical and financial support for the preparation of high-quality bankable projects. NDRMF is aiming towards knowledge creation and capacity development and through PPF, NDRMF adopts several approaches for institutional development and project preparation. The goal is to have projects directly contributing to overall resilience building and climate adaptation within national institutions in compliance with technical, methodological, regulatory, and investment requirements of regional and international partners and donor agencies.
