Mr. Amir Khan Goraya is the Chief Executive Officer of NDRMF, Pakistan. He brings over two decades of extensive national and international experience in governance, development financing and institutional strengthening. Prior to his appointment as CEO NDRMF, Mr. Amir Khan Goraya served with the United Nations Development Programme (UNDP), most recently as Head of Governance in Cambodia. In earlier roles with UNDP, he also served as Assistant Resident Representative, Team Leader Resilience, Environment and Climate Change, Crisis Prevention, Governance, portfolios, providing strategic and technical support to key national institutions including the Parliament of Pakistan, the Ministry of Planning, Ministry of Climate Change and Environmental Coordination and provincial governments.

  • Throughout his career, he has held senior leadership roles in both the United Nations system and the Government of Pakistan. His expertise spans governance, development financing, public sector reform, decentralization and devolution, citizen engagement and gender inclusion.

  • He has also played a significant role in designing, managing, and mobilizing donor-funded large scale development programmes, contributing to crisis prevention and recovery and Climate Resilience.

  • He also contributed to research and policy dialogue through authored studies on democratic stability, leadership, conflict resolution, and institutional development.

  • Academically, he holds a Master of Science degree from Quaid-i-Azam University and has completed multiple international certifications in public financial management, disaster risk reduction, and governance.

Mr. Bilal Anwar served as the Chief Executive Officer of the National Disaster Risk Management Fund (NDRMF) from January 2022 to March 2026. He is an International Climate Policy and Sustainable Development Professional with over two decades of experience in climate change.

Since 17 January 2022, he led NDRMF, registered under Section 42 of the Companies Act, providing funding to government and non-government entities for risk reduction activities against natural calamities and climate-induced risks, helping make Pakistan more resilient to disasters.

His core expertise includes climate action, climate finance, and disaster risk management. He has worked extensively on designing and operationalizing Climate Investment and Disaster Management Funds both in Pakistan and internationally.
During his diverse experience in the field of climate change for over twenty years, Mr. Anwar has held a number of key positions at International Climate Change and Disaster Management institutions and assisted in mobilizing funds towards addressing its climate change and disaster related challenges.
He holds extensive management expertise in Climate Change and Carbon strategies in the corporate sector and program and operational management for donor funded based projects in several countries.
His earlier experiences include as General Manager - The Commonwealth Climate Finance Access Hub, Port Louis, Republic of Mauritius, successfully rolling out the technical support and climate finance mobilization programs of worth USD 700 million in 15 countries.
Also setting up of international carbon regime of CDM in the United Nations Climate Change Secretariat, in Bonn, Germany and served in the private sector in UK and USA.

Lieutenant General Nadeem Ahmed (Retd) served as the Chief Executive Officer of the National Disaster Risk Management Fund (NDRMF) from 2018 to 2021, where he played a pivotal role in shaping the institution’s early development, strategic direction, and operational foundations.

A distinguished professional with over four decades of leadership experience, he served in the Pakistan Army until his retirement in May 2010, holding a number of prestigious command and staff appointments. These included Director Military Operations and Vice Chief of General Staff at General Headquarters, as well as Corps Commander of a Strike Corps (2008–2010).

He also led the Anti-Narcotics Force (2003–2005), contributing significantly to Pakistan’s national efforts against drug trafficking.

Lieutenant General Nadeem possesses extensive experience in managing large-scale natural disasters and complex emergencies. Following the 2005 earthquake, he served as Chief Military Coordinator at the Federal Relief Commission, where he led and synchronized relief operations across civil and military agencies in close coordination with the United Nations, humanitarian organizations, and international partners. He later served as Deputy Chairman of the Earthquake Reconstruction & Rehabilitation Authority (ERRA), overseeing a US$6 billion reconstruction programme, widely recognized as one of the most successful post-disaster recovery initiatives globally.
He also chaired the Special Support Group (2009–2010), established to assist over 3.2 million internally displaced persons in Khyber Pakhtunkhwa and the Federally Administered Tribal Areas, ensuring their safe and timely return.

Following his retirement from the Army, he was appointed Chairman of the National Disaster Management Authority (NDMA), where he led responses to major national emergencies, including the 2010 floods, Cyclone PHET, the Hunza landslide and Attabad Lake crisis, the Air Blue crash, and the evacuation of stranded Pakistani students from Kyrgyzstan. He also served as Special Advisor to the United Nations World Food Programme (WFP) and as International Advisor to the World Bank’s Global Facility for Disaster Reduction and Recovery (GFDRR).

From 2014 to 2017, he served as Managing Director/CEO of Mari Petroleum Company Limited (MPCL), where he led significant institutional and financial reforms, successfully transitioning the company to a market-based pricing model and strengthening its operational and financial performance.
