At NDRMF, evaluation is the systematic and objective assessment of completed grant/project and its design, implementation, and results. The aim is to determine the relevance and fulfillment of objectives, development efficiency, effectiveness, impact, and sustainability. These assessments are to be carried out by independent consultant/firm (third party) according to the internationally acceptable practices i.e. DAC criteria.
- Pre-evaluation: Initiating the evaluation process Checking the evaluability and/or readiness, for evaluation
- Preparation Agreeing on the management structure of an evaluation and roles and responsibilities Drafting the ToR Organizing the relevant documentation Selecting the evaluation team
- Managing the conduct of the evaluation Briefing and supporting the evaluation team Reviewing the inception report prepared by the evaluation team Reviewing the draft evaluation report
- Using the evaluation Preparing the management response and implementing follow-up actions Preparing and disseminating evaluation products & organizing knowledge sharing events Reviewing evaluations prior to new planning processes
Independent evaluation/verification of NDRMF will also be carried out by engaging a third-party. The purpose is to verify and evaluate program achievements – claimed in annual progress reports – and report back to Donors and the NDRMF Board.
NDRMF Donors (i.e. Asian Development Bank, World Bank and etc) conducts frequent/annual reviews of the funded projects. The review includes a desk-based review of relevant project documentation and field visits for face-to-face interviews with key stakeholders and beneficiaries. The review mainly focuses on understanding the project context and progress against output indicators and work-plan milestones.
