- The United Nations Framework Convention on Climate Change (UNFCCC) is a universally recognized and ratified international treaty to combat "dangerous human interference with the climate system", with the goal of stabilizing greenhouse gas concentrations into the atmosphere.
- It was signed by 154 states at the United Nations Conference on Environment and Development (UNCED), informally known as the Earth Summit, held in Rio de Janeiro from 3 to 14 June 1992. Its original secretariat was in Geneva but relocated to Bonn in 1996. It entered into force on 21 March 1994 and is universal agreement signed by 198 Parties.
- The UNFCCC Convention called for ongoing scientific research and regular meetings, negotiations, and future policy agreements designed to allow ecosystems to adapt naturally to climate change, to ensure that food production is not threatened and to enable economic development to proceed in a sustainable manner.
- The Kyoto Protocol, which was signed in 1997 and ran from 2005 to 2020, was the first legally binding implementation measures under the UNFCCC.
- The Kyoto Protocol was superseded by the Paris Agreement, which entered into force in 2016.
- By 2022, the UNFCCC had 198 parties.
- Its supreme decision-making body, the Conference of the Parties (COP), meets annually to assess progress in dealing with climate change, adopt policy measures and set globally effective targets.

As we approach COP29 in Baku, the urgency of addressing climate change has never been greater, especially for countries like Pakistan, which are on the frontlines of climate impacts. In recent years, Pakistan has experienced unprecedented climate-induced disasters, including floods, droughts, and heatwaves, causing widespread damage to lives, livelihoods, and infrastructure.
At COP29, Pakistan is committed to advocating for increased climate finance and stronger international support to ensure we meet our climate adaptation and mitigation goals. The upcoming negotiations on the New Collective Quantified Goal (NCQG) on climate finance will be crucial in providing developing nations like ours with the resources needed to transition to a sustainable, climate-resilient future.
Pakistan will plead for the full implementation of the Loss and Damage Fund to ensure communities impacted by climate change receive compensation and support. Additionally, we will advocate for strong global emission cuts to keep the 1.5°C target achievable while promoting climate justice for vulnerable nations

Baku is honored to host the global gathering COP29. Guided by the slogan “In solidarity for a Green World” the COP29 Presidency has been engaging with all stakeholders in a constructive spirit and transparent manner, conducting numerous visits and listening to all to take their concerns into account.
We have built an agenda that seeks to work in harmony across multiple cross-cutting dimensions. We have developed initiatives to address all climate pillars, involve global, regional, national and subnational groups, take a holistic view of sustainable development, and include all demographics within an inclusive process that delivers inclusive outcomes.
To enhance our ambition, we have launched the COP29 Presidency Initiatives for all stakeholders to raise their levels of commitment, while envisaged outcomes of these initiates will enable action, empowering us to achieve our ambitions.
We hope COP 29 in Baku be a moment of unity, where together, we shape a greener tomorrow for generations to come.

It is almost ten years since the Paris Agreement was adopted with the unanimously agreed target of limiting long-term global warming to 1.5 degrees Celsius. Today, Pakistan is feeling the consequences of the dramatic changes in climate while the country is not at fault for contributing to the rapid increase in CO2 emissions and the heating of the planet. The United Nations stands in full solidarity with the Government and the people of Pakistan to adapt to those changes and mitigate the impact through initiatives such as The Living Indus. The COP29 is critically important to mobilize maximum ambition, maximum acceleration, maximum cooperation – in a word maximum action. Climate Justice needs to be translated into access to climate financing for a just and sustainable energy transition. As the United Nations we work with the Government of Pakistan to reinforce investments in renewable energy sources and resilient infrastructure to combat climate change. Only together, we can forge a path towards a greener future. Let us unite in our efforts to make a significant impact on global climate action.

The Asian Development Bank (ADB) has been an active participant in the COPs as part of the multilateral development bank community, specifically within the Intergovernmental Organization (IGO), and as a trusted partner and collaborator with its developing member countries (DMCs). COP29, the first climate COP to be hosted in the Central and West Asia region, offers a pivotal moment to strengthen the region’s commitment to combating climate change. It will spotlight ADB’s collaborative efforts with Central and West Asian DMCs in advancing adaptation, resilience, and mitigation strategies. Moreover, it will elevate the region’s leadership in driving climate action, exemplified by initiatives such as the proposed Glaciers to Farms regional program.
ADB’s planned activities at COP29 are closely aligned with Pakistan’s climate priorities and are set to feature prominently in various collaborations and forums. These include the Glaciers to Farms initiative, which emphasizes glacier preservation and integrated water resource management for cross-border cooperation; Central Asia Regional Economic Cooperation (CAREC) events; and the launch of the Innovative Finance Facility for Climate in Asia and the Pacific (IF-CAP). Additionally, the ADB Climate Disaster Resilience Enhancement Program (CDREP) is designed to boost Pakistan’s resilience to natural hazards and mitigate the impacts of climate change. It also supports low-carbon rice production and the development of country-specific greenhouse gas (GHG) emission factors, which will enhance Pakistan’s national GHG inventory for more accurate reporting and evidence-based development.
ADB remains fully committed to deepening its partnerships with the DMCs and development partners. We greatly value our collaboration with Pakistan, as reflected in our Climate Change Roadmap for Central and West Asia and the Climate Change Action Plan for Pakistan.

The devastating consequences of climate change are becoming increasingly evident, posing significant risks to the health and safety of workers.
Climate change is exacerbating existing challenges in high-risk sectors in Pakistan, such as agriculture, construction, and manufacturing, where workers are particularly vulnerable to heat stress and exposure to hazardous substances. Rising temperatures and prolonged heatwaves are leading to dangerous working conditions, increasing the risk of heat-related illnesses and fatalities among workers.
Immediate action is required to address the impact of climate change on high-risk sectors in Pakistan and to uphold the safety and rights of workers. Investing in climate-resilient workplaces is essential to mitigate the risks posed by extreme heat, chemical exposure, and pollutants. We must collaborate to implement urgent measures that protect workers and ensure their well-being in the face of climate challenges.
Urgent action to address the intersection of climate change and workplace safety is required in order to uphold labour rights, prioritising the protection of workers, enhancing resilience to climate risks, creating safe and healthy working environments and ensuring Just Transitions through skills and capacity building.

FAO is cohosting Food and Agriculture Pavillion at COP since many years and will continue to do that in COP 29, in collaboration with CGIAR, to create a dialogue around agrifood slutions to climate crisis. Sustainable Agri-food systems can play a unique role in combating climate change by reducing CHG emissions, building resilience, and adapting to Climate Change. Pakistan, one of the most affected countries from climate change and one of the major agriculture producer in the world has a lot to contribute to this dialogue.”

During the event, PPL and its industry peers signed the Decarbonization Charter, reaffirming their collective commitment to supporting global climate change initiatives and reducing carbon emissions in line with international decarbonization goals.
As part of COP 28, a high-profile panel discussion titled ‘Pakistan’s Upstream Petroleum Sector and Decarbonization’ was organized at the Pakistan Pavilion by the Ministry of Climate Change and Environmental Coordination, in collaboration with the National Disaster Risk Management Fund (NDRMF). The session featured distinguished panelists, including the Managing Directors of leading E&P companies, and was witnessed by the Federal Minister for Energy (Petroleum Division). The discussion underscored the E&P sector’s determination to align business operations with global sustainability goals, fostering a transition toward a more sustainable and environmentally responsible energy landscape.

COMSATS has been participating at the COP and its Subsidiary Bodies meetings, COP-28 was special as COMSATS was granted Observer Status by UNFCCC. COP-29 will be special in the sense that COMSATS Centre for Climate Sustainability (CCCS), in collaboration with Ministry of Climate Change and Environmental Coordination (MoCC&EC), GoP, ICESCO, International Organization for Food Security (IOFS), Food Security and Agriculture Centre of Excellence (FACE), NDMA and NDMRF, is organizing a series of Climate related thematic events. I am confident that we will make substantive contribution to COP-29 to help achieve the goals set.
